There is no fraud or conspiracy to commit fraud here. It was a simple clerical error that left out Puerto Rico (Fortuno). They are allowed to makei mistakes, I assume.

A first vote was thrown out because they had neglected to count the vote of Puerto Rico Del. Luis Fortuno, who doesn’t have a House floor vote but is eligible to vote in leadership elections.”
Actually, I haven’t seen any mainstream press reports that mirror either claim. I have, however, seen a CNN report that did confirm the more-votes-than-voters claim.
